     Learnt: Development of the Quality Improvement of HIV/AIDS Treatment and Care Program
      The key factors leading to effectiveness of program implementation and monitoring are: policy support from the ministry and departmental levels, quality of the coaching team, regular sharing of knowledge and experience among health care provider, and sufficient budget support for quality improvement activities. The concept of program implementation is based on performance measurement of HIV/AIDS treatment and care for improvement quality of care.

      The adjustment of thought and understanding among stakeholders to create common agreement about program implementation leads to the success of the quality improvement program. The group learning meeting used in the HIVQUAL-T program is a useful strategy to promote the exchange of new ideas and sharing of experiences related to quality improvement on HIV/AIDS care and treatment.
